[2] In October 2000 the Refugee Status Branch changed their policy relating to Refugee Status applications. Prior to this date, more than one person could be included in an application for refugee status. Since October, the Refugee Status Branch has required each person to file an individual application. The figures above therefore are not an accurate representation of the number of people applying for refugee status as they only reflect the number of applications in a given financial year.
[3] Decisions (approvals and declines) apply to applications lodged in previous years as well as the current year. The NZIS was given responsibility for refugee status claims in 1991. Up to that date claims had been dealt with by an Interdepartmental Committee co-ordinated by the Ministry of Foreign Affairs and Trade. The NZIS took responsibility for refugee status when the number of claims was increasing. This created a large caseload at a time when the NZIS was still building up its assessment staff. The increase in assessment staff is reflected in the large number of decisions in 1992/93. These statistics were collated from the New Zealand Immigration Service Fact Pack July 2002 Issue 17 together with statistics obtained under the Official Information Act from the New Zealand Immigration Service.

At present, the categories under which refugees are resettled in New Zealand are protection (600), Women at risk (75) and medical/disabled (75), a total of 750 refugees. Refugees are selected by the United Nations High Commissions for Refugees (UNHCR) and submitted for resettlement in New Zealand. Refugees accepted by New Zealand under the Refugee Quota programme have the status of New Zealand residents and may apply for citizenship after three years.
